The video begins with officers responding to reports of disorderly conduct outside a local park. Upon arrival, they find a visibly upset woman yelling at bystanders and refusing to leave the area. Officers attempt to calm her down, asking repeatedly for identification. But instead of cooperating, the woman pulls out her phone — and dials emergency services.
